Council workers will need to walk to work in yate

Apparently there are plans to introduce an exclusion zone for the workers of the South Gloucestershire Council office based in Yate. There will be an estimate 700 people working in the offices at one time and only 312 parking spaces will be provided, with anyone living within a 2 mile radius of the office ineligible for a space, even if they car share.
This is an attempt to get cars off the roads and more people walking, cycling or using public transport.
Many people say that this will not deter worker from using their cars, but simply force them to use public roads for parking and causing further havoc.
I can see the idea behind this, why should someone as close a 2 miles away use their car for work? Wouldn't it be better for traffic and the environment if they left their cars at home. But at the same time, what about mothers who need to use their cars to take the children to school and still make it to work? Surely there must be some exceptions.
What a dilemma! What are your thoughts?

I think that once again the council have shot themselves in the foot. I can't walk or ride a bicycle very far, and as I live within 2 miles how would I be expected to get to work if I was employed at the new council offices? As the obvious way that I would go is over Yate common, could they guarantee my safety these dark nights? I think the obvious thing for the council to do would be to pick its staff up in a mini bus. It's all very well encouraging us to use public transport but it needs to be good before people will use it. A system of regular mini buses that will stop if you flag them down would be ideal. What do other people think?
